No, Dr. Who OWNS Captain Kirk. Way more wit and personality as well as moral values. And he can travel time. And he has a sonic screwdriver. Although Spock's ears are pretty coll...
No no no no NO!!!!!!! Kirk could totally like....phase Dr. Who into the Next Gen. (HA HA I'm punny!) And in the way of time travel, the Delorian from Back to the Future was WAY coller than the tellephone booth!
...you have GOT to be kidding me.
Kirk's phaser doesn't even work on silicon! It's just one weapon! Dr.Who's could win a whole battle with just a sonic screwdriver!
AND He can open the tardis with a snap of his fingers. ... but he doesn't know it until season four, I believe. Btw, that's a great episode...the library one.
